"description":"Estimates reported by the state DOTs were halved and half of the volume was assigned to the each direction of the bi-directional link. The volume on both links should be added together to obtain the volume for the entire bi-directional facility. In areas where there is more than one counting station on a link, the annual volumes for all counting stations on the link are averaged. Annual count tracking codes for each year\u2019s volume indicate whether the volume was based on a current-year short term count, a continuous count, or a growth-factored count from a previous year. The External Stations sublayer represents traffic movements on major facilities entering or exiting the TPB modeling region. AADT and AAWDT values from the state DOT traffic counting stations were assigned to each of these point locations for the years 2007 to 2013.",
