This layer contains pavement condition data for the National Highway System (NHS). The NHS includes the Interstate Highway System as well as other roads important to the nation’s economy, defense, and mobility. It was developed by the Department of Transportation (DOT) in cooperation with the states, local officials, and metropolitan planning organizations (MPOs).
The data are from the Highway Performance Monitoring System (HPMS) that is compiled by the Federal Highway Administration (FHWA). The HPMS is a national level highway information system that includes data on the extent, condition, performance, use and operating characteristics of the nation's highways.
TPB staff downloads HPMS data annually from the FHWA. TPB staff extracts the NHS roads within the TPB Planning Region to summarize the pavement condition data by jurisdiction to use as input to the federally-required Performance-Based Planning and Programming (PBPP) target setting and monitoring process.
Staff applied the final rule to the region’s latest pavement condition data (2020) for the TPB Planning Region. The data are reported per the required performance measures (good and poor condition), see the rule and HPMS Field Manual for more information.
